Obtain approval before beginning: The local school committee or superintendent must approve the home-education plan in advance. A notice of intent by itself does not complete the process. Agree on instruction and assessment: Discuss the proposed subjects, materials, instructor qualifications, and assessment method with the district. Public-school teacher-certification rules do not automatically apply to parents. Discuss special education services: Massachusetts law provides eligible homeschooled students access to special education services. Work with the district on evaluation, services, and the approved plan’s progress-review arrangements.
